A typo in [rules] enable or disable now says so instead of silently running the rule, and squirrel init writes a commented [rules] block.

• squirrel audit warns once on stderr when an entry in [rules] enable or disable matches no rule, naming each entry with the closest rule id. The audit is otherwise unchanged. A signed-in audit also prints a Cloud line with what cloud checks cost (#1587)

• squirrel init writes a blank line between [crawler.headers] and [rules] (and before every table), and comments [project] domains and [rules]: ids are category/rule, globs like eeat/* work, [[ignore]] waives per url or rule (#1587)
